Minutes of the Board of Trustees – Wednesday March 14, 2007.
Present: President, Bruce Myers; Secretary, Harold Dozier; Bette George;
and Belen Gomez.

It was moved by Bette George, seconded by Harold Dozier and unanimously carried that the Minutes of the February meeting be approved as mailed.
Following discussion, it was moved by Harold Dozier, seconded by Bette George and unanimously carried that the February Bills be approved and ordered paid. See: Board Order to Disburse funds No. 17, Exhibits I.
It was moved by Belen Gomez, seconded by Harold Dozier and unanimously carried that the March Payroll be approved and ordered paid. See: Board Order to Disburse funds No. 18, Exhibit II.

A total of 26 applications were received to be evaluated with three VC Technician I positions to be filled.
Catch basin treatments beginning this week.
Crew will be in the field beginning Monday performing mapping and checking rainwater sources.
Source reduction efforts are complete at the Kings and Kaweah River as well as the Kaweah River Rock and Lone Star mining operations.
Weed treatment/ dairy inspections continue with contacts being made as necessary.
Continuing Education is complete for the two year cycle ending June 30th after attending the March 7, Holiday Inn training session.
Waste water line repair is ongoing in front of the office. This is a budgeted for item and was funded from insurance settlement last year.
Vehicle, equipment, and personnel have all been calibrated save for the mist blower and the ULV units. Those will be done end of March, beginning of April with reps from Clarke Mosquito who will provide for AIMs testing. AIM’s testing is an estimation of aerosol droplet sizes down to the micron allowing for accurate flow rate settings.
New Jersey Light traps have been set at predetermined, historical locations.
Chickens will be picked up and placed as sentinels April 3rd.
The Board approved and adopted the week of April 23-29 as West Nile Virus and Mosquito & Vector Control Awareness Week.
The operation will begin with 5 VC Technician III’s and 1 VC Technician II positions filling the six zones (have consolidated from 7 zones utilizing 7 VC Technician III’s previously). Start up will be 3/ 19.
The House mosquito program will consist of the VC Supervisor and 3 VC Technician I’s. House mosquito zones have been redefined to concentrate on urban centers with rural sources turned over to operational zones for inspection/ treatment.
The Vegetation Management program will continue to utilize the Foreman for grower contacts as well as two VC Technician I’s who will split time between herbicide treatments and the larval detail.
Larval program will change to a BTI application through mist blower set up from the previous oil treatment method. This is a one-man operation and it is intended that VC Technician III’s will take care of their own treatment needs. Oil treatments will be made utilizing the crew from the Vegetation Management program as supplement to the BTI effort.
Lab/ Surveillance will utilize 2 Biologist positions and 1 VC Technician I who all have been working together for several years now. The District will maintain chicken flocks at the office, Kings River and Kaweah River. Light traps will be utilized in all the historical sites and CO2 traps will be utilized in concert with dead bird calls and service request indexes. Dead bird collection will continue as well.
Web Site make over is in progress and will be up and running by mid April providing for relative information on public protection methods, current dead bird reports, positive mosquito collections and human, horse and chicken reports as well.
Radio PSA effort will start up in April through various markets and language broadcasts. We will work with Tulare County to make sure we are not duplicating efforts.
It was recommended by the Manager that the District sponsor a preseason barbeque instead of the normal hump day routine of going out to eat. It was moved by Harold Dozier, seconded by Belen Gomez and unanimously carried to approve the District sponsoring a preseason barbeque.
