Minutes of the Board of Trustees – Wednesday May 9, 2007.

 

  1. Roll Call:

Present:      President, Bruce Myers; Secretary, Belen Gomez; Bette George; Evan Long;

and Harold Dozier.

Staff:          Manager, Michael Alburn.

 

  1. Approval of April Minutes:

It was moved by Belen Gomez, seconded by Harold Dozier and unanimously carried that the Minutes of the April meeting be approved as mailed.

 

  1. Approval of April Bills:

Following discussion, it was moved by Bette George, seconded by Harold Dozier and unanimously carried that the April Bills be approved and ordered paid.  See:  Board Order to Disburse funds No. 21, Exhibits I.

 

  1. Approval of May Payroll:

It was moved by Harold Dozier, seconded by Belen Gomez and unanimously carried that the May Payroll be approved and ordered paid.  See:  Board Order to Disburse funds No. 22, Exhibit II.

 

  1. Public Forum:

None.

 

  1. Operational Report:

Weed Control Program- Original hires are no longer here.  New hires due end of month and mid June.  In the interim, we are considering working on Saturdays and starting at 5 AM.

House Mosquito Program- Still need one more hire, work load not so heavy that we can’t get by for another month.  Swimming pools are really starting to get going. 79 Service Request’s to date.

Tree hole mosquitoes are cycling through with a few calls coming in, period should be complete in 3-4 weeks.

Safety Committee has determined that the inventory of R-95 filter cartridges used for the respirators we have will meet OSHA requirements.  They are considered single use (one day), oil resistant for one shift (8-10 hours).  Heat Stress was the safety-training topic given May 8th.

Dave DeSilva has posted our job announcement at the COS Farm and is informing his students.  Cal State Bakersfield and Fresno; Cal Poly and UC Davis are also getting information for prospective students returning for the summer.

Kathy Ramirez, Biologist will be at the Expanding your Horizons event being held at COS Saturday.  This is put on by Tulare County Office of Education and is designed to nurture girls' interest in science and math courses and to encourage them to consider science and math-based career options such as engineering, biological science and physical science.

Senior Day at Mooney Grove will have a booth attended by Yolanda Lourenco, Assistant Manager and Kathy Ramirez, Biologist on Wed. May 16th.  Various information will be made available as we pass out literature and discuss protective measures.

Preliminary Budget will be presented in July with the Final up for approval in August.

 

  1. West Nile Virus Activity Report:

Yolanda Lourenco, Assistant Manager/ Biologist provided information regarding our surveillance program including Dead Bird, Sentinel Chicken, and Mosquito Pool programs.  Activity is low at this stage of the season.

 

  1. GIS Mapping/ Electronic Record Keeping/ Progress & Prospective:

Mark Dynge, Administrative Assistant delivered a presentation on the District’s progress and effort in utilizing electronic media to deliver an even better product to the public.  Most noteworthy were the gains made in the confidence by employees in the system being utilized and the abilities the database will provide when married with the Arc view mapping system in development.

 

  1. Company Picnic:

The employees have indicated that 52 spots will be used were there to be a Company outing at the Visalia Oaks on July 13th.  The minimum required for the “Hot Corner” section of the park is 50.  With Trustees and a few yet to be hired summer techs we expect to meet the minimum attendance number.  Cost is $22.50 per person.  Following discussion it was moved by Belen Gomez, seconded by Bette George and unanimously carried to approve the event.
