Minutes of the Board of Trustees – Wednesday, April 8, 2009.
1. Roll Call:
Present: President, Evan Long; Secretary, Belen Gomez; Bette George; Harold Dozier and Bruce Myers.
Staff: Manager, Michael Alburn.
2. Approval of March Minutes:
It was moved by Belen Gomez, seconded by Bette George, and unanimously carried that the Minutes of the March meeting be approved as mailed.
3. Approval of March Bills:
Following discussion, it was moved by Belen Gomez, seconded by Bette George, and unanimously carried that the March Bills be approved as mailed. See: Board Order to disburse funds No. 19, Exhibit I.
4. Approval of April Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Belen Gomez, and unanimously carried that the April Payroll be approved as mailed. See: Board Order to disburse funds No. 20, Exhibit II.
5. Public Forum:
None.
6. Operational Report:
The Manager reported on the following items:
NPDES PERMIT – several districts (Contra Costa, Alameda, San Mateo, Santa Clara, and Coachella) have been served by the law offices of Donald B. Mooney with a 60 day notice under the Clean Water Act. It is likely that all California districts will receive this letter. Delta Vector Control has not received a letter at this time.
VCJPA is putting together a legal defense team to deal with the notices. A teleconference will occur on April 15th to shed more light on the matter.
Positive mosquitoes in Contra Costa 9 weeks prior to last year (2 samples). Dead bird positive in Fresno this past week.
Red Boxes placed at Cal Water, Elks Lodge, and the Grange on Shirk Rd.
Implemented the Employee Protection Line, a reporting system that provides a 24/ 7 toll free, untraced line, to report workplace wrongdoing.
7. Quarterly Expenditure Report:
The Manager reported on the Fiscal Budget for year 08/09 by giving projections through year-end. Within each of the budget categories (Wages/ Benefits, Services/ Supplies, Building Improvements, Capital and Contingencies) line items were discussed. Each category will have a positive balance with an estimated $100,000 to be carried over. Revenue appears to be positive with Current Secured revenues at $926,000 to date compared to just over $800,000 at this time last year. Supplemental Current Secured and Interest are down from a year ago. The conservative estimate is that approximately $200,000 would be available for carry over at year-end with all services adequately and optimally supplied.
8. Hayashida Architects:
The Manager produced the contract for Phase One – Concept from Hayashida Architects. A provision for expenses to be paid for by the District with respect to copy was not anticipated and as such not well received. After much discussion, the Manager was instructed to make clear that add on costs will not happen again should the future allow for additional phases to be pursued. Hayashida should know the costs and make them clear up front, no exceptions will be granted going forward. It was moved by Bruce Myers, seconded by Bette George and unanimously carried to approve the contract for $2,000 understanding the copy charges will be accessed in addition.
9. Aerial Pool Survey:
The District is contracting with Aerial Services, Inc. for surveillance of swimming pools in Dinuba, Visalia, Farmersville and Exeter. Resolution will be 1 pixel per 8”. The District will download data from an FTP site rather than receive a CD. Each image will be Geo-located and North oriented. The cost will be $53 per square mile with approximately 52 square miles contracted. Ferry costs are being split with another customer.
10. Annual Report 2008:
The Manager produced the Annual Report while praising the staff for the professional work product in which many hours we spent keeping from farming out the job. The Trustees were very impressed and responded with much praise. The Manager will distribute to appointing authorities as well as make available in PDF format for the web.
11. Media:
The Manager reported that he is working with Deborah Kaltoft to place a King bus ad on Visalia Community Coach and a Tail bus ad on the County line with contact information and highlights for mosquito/ swimming pool/ dead bird/ WNV awareness. The ad can run for 3 or 6 months. The District will produce the graphics to be used so as to keep costs to a minimum.
12. Adjournment:
At the request of the Manager, the Board considered and it was moved by Bette George, seconded by Bruce Myers and unanimously carried to reschedule the May Board meeting for Thursday, May 14 at 7:00 p.m. The meeting adjourned at 8:20 p.m.
