Minutes of the Board of Trustees – Thursday, November 12, 2009.
1. Roll Call:
Present: President, Evan Long; Secretary, Belen Gomez; Bette George; Harold Dozier and Bruce Myers.
Staff: Manager, Michael Alburn.
2. Approval of October Minutes:
It was moved by Bette George, seconded by Harold Dozier, and unanimously carried that the Minutes of the October meeting be approved as mailed.
3. Approval of November Special Meeting Minutes:
It was moved by Belen Gomez, seconded by Bruce Myers and unanimously carried that the Minutes of the November Special meeting be approved as mailed.
4. Approval of October Bills #1:
Following discussion, it was moved by Bruce Myers, seconded by Bette George, and unanimously carried that the October Bills #1 be approved as submitted. See: Board Order to disburse funds No. 8, Exhibit I.
5. Approval of October Bills #2:
Following discussion, it was moved by Harold Dozier, seconded by Belen Gomez, and unanimously carried that the October Bills #2 be approved as submitted. See: Board Order to disburse funds No. 9, Exhibit II.
6. Approval of November Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Bruce Myers, and unanimously carried that the November Payroll be approved as amended and explained by the Manager authorizing $3,300 to Hyashida. See: Board Order to disburse funds No. 10, Exhibit III.
7. Public Forum:

8. Operational Report:
The Manager reported:
The crew has painted the front office buildings to match the metal building paint scheme.
Working on a consolidation of all source information; from excel to arc view in anticipation of field application of a laptop type device for evaluation of future record keeping effort.
Bureau of Automotive Repair (BAR) smog checks have been completed in accord with state regulations (older than 6 yrs switch off between odd / even VIN numbers).
OPEB valuation is $165,173.13. Delta made initial deposit of $156,147 on 9/30/08. Second deposit of $9,325 was made on 7/1/09.
Anker Milo field has been disked up, manure has been spread, but nothing planted yet.
The District is preparing for notification of California Department of Fish/ Game concerning source reduction intentions for the winter. Intend to do significant trail maintenance over next two months followed by minor maintenance to those same areas in March just before start of season.
Weed billing/ sign up letter have been sent out. We will begin pre emergent herbicide treatments in January.
Routine maintenance of grounds, equipment and vehicles is ongoing.
Training Rodeo was well received. The District put on a Chicken Barbeque cooked by the crew which was outstanding as well. Thanks from all were conveyed.
Farmersville Outlaw check was for the light trap. The District pays $24 per year to residents who allow us to put up a light trap. The check was never cashed and the funds were redeposited into our account. The County refers to checks never having been cashed as “outlawed and/ or stale.”
9. Fiscal Audit 08/09:
The 2008/09 Audit was reviewed with no irregularities cited. It was moved by Bruce Myers, seconded by Bette George and unanimously carried to accept the audit as presented.
10. Non-Elective Component:
The component for 2010 is up $4 from $101 to $105. The district is at 35% (5% increases per year) of the funding requirement due to the selection of the unequal method in 2004.
The District will be paying $36.75 per retired participants’ monthly health insurance premium if they participate in the CalPERS health plan. We have 3 who participate, all of which use the health plan as supplemental to Medicare.
11. West Nile Virus:
The Manager presented a year-end analysis comparing 2005 – 2009 statistics. Dead Birds, Sentinel Chickens, CO2 & Gravid Surveillance Traps, Equine and Human cases were discussed.
12. Argo:
Brian Passaro of Mosquito and Vector Management District of Santa Barbara County has a 2006 Argo Avenger 8X8 which has 1.8 hours on the engine equipped with an Arro-Gun Spray System (ULV Fogger) w/ Mozzie Granular Applicator. The vehicle has a single axle trailer. The equipment as described is for sale for $15,000.
Brian paid $26,600 for the Argo, $2,600 for the trailer, Arro-Gun w/ Granular Applicator came with the unit, costs out at $7,500. The vehicle as it stands cost that District $36,700. It is lacking a set of rubber tracks which cost $3,500.
Delta has (2) Argo Conquests (97 & 01). These are heavily used in rivers, low impact crop lands, large acreages such as pastures for sand and liquid treatment applications. We don’t have a specific granular or ULV applicator for the vehicles. Conquest model is no longer made. Age (Hrs) of ’97 vehicle alone makes purchase a good decision, pricing of less than 50 cents on the dollar.
It was moved by Harold Dozier, seconded by Bette George and unanimously carried to approve the purchase with funding coming from the contingency fund.
13. SCI Survey:
The Manager spoke to Maria Garcia-Adarve, SCI Consultant Group who is reporting the survey went out on Oct. 21st. Approximately 10.3% have been returned. Their staff will provide the District with final numbers on November 30.
SCI would like to attend next regular board meeting Dec. 9th to report on the survey and what it says about how are public wants to participate in the building project. After discussion, the Board changed the next regular meeting to 12:00 p.m. for a lunch immediately followed by the Regular Board meeting.
14. Farmersville Appointment:
Mr. Richard Phillips has been appointed by the Farmersville City Counsel to the District Board of Trustees. Mr. Phillips term will run from January 2010 – December 2011. Board President Evan Long instructed the Manager to contact Mr. Phillips and invite him as a guest to our next meeting so he may attend and be an informed member in January when his term begins.
