Minutes of the Board of Trustees – Wednesday, October 14, 2009.
1. Roll Call:
Present: Secretary, Belen Gomez; Bette George; Harold Dozier and Bruce Myers.
Absent: President, Evan Long
Staff: Manager, Michael Alburn.
2. Approval of September Minutes:
It was moved by Harold Dozier, seconded by Bette George, and unanimously carried that the Minutes of the September meeting be approved as mailed.
3. Approval of September Bills:
Following discussion, it was moved by Bruce Myers, seconded by Harold Dozier, and unanimously carried that the September Bills be approved as submitted. See: Board Order to disburse funds No. 6, Exhibit I.
4. Approval of October Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Bette George, and unanimously carried that the October Payroll be approved as submitted. See: Board Order to disburse funds No. 7, Exhibit II.
5. Public Forum:
None.
6. Operational Report:
The Manager reported:
Seasonal staff has finished work for the year.
Operational full-time staff will be complete with crop maps this week and no further field work will occur after Friday, October 16.
Winter work is being prioritized and assigned according to capability.
The vacation schedule is being passed around for those who will be over their individual limits on April 1, 2010.
Herbicide label and shop equipment training will be held this month. The Manager requested that we make it a rodeo in conjunction with a District hosted barbeque as part of an employee appreciation effort. Following discussion, it was moved by Bruce Myers, seconded by Harold Dozier and unanimously carried to approve the rodeo with barbeque as requested.
State certification is fast approaching Nov. 19th. We will be allotting District time to those in need of studying with on staff Biologists.
Continuing Education will be held at the Visalia Holiday Inn on October 20. This is the first session of the two year cycle.
Mr. Anker has begun laser leveling the Milo field. The Manager will continue to monitor and update the Trustees as progress is made.
7. West Nile Virus Update:
The Manager reported on the status of West Nile virus in the local, regional, and statewide areas.
Nine human cases have occurred in Tulare County during 2009.
Two in DVCD. One Dinuba man 41yrs went to emergency room and a Visalia man (27 yr) was asymptomatic blood donor.
Five in Tulare MAD. One 15 yr old female was hospitalized and four asymptomatic blood donors.
Two outside a control area:
Springville, 40 yr male hospitalized.
Earlimart, 56 male hospitalized.
Mosquito Samples Delta Vector Control
CO2 570 negative samples, 79 positive samples from a total of 649 submitted samples (49,395 mosquitoes collected).
Gravid 278 negative samples, 47 positive samples from a total of 325 submitted samples (13,638 mosquitoes collected).
1406 overnight traps yielded 63,033 mosquitoes, 974 samples submitted; 848 negative and 126 positive.
Chickens DVCD
370 bleeds, 33 positive, 336 negative, with one pending.
Statewide:
77 human cases.
15 equine, 7 died or euthanized, 1 Tulare MAD, Allensworth (euthanized).
471 positive dead birds, 21 Tulare County, 20 Delta VCD.
8. Quarterly Expenditure Report:
The Manager presented the First Quarter’s report covering Revenue and Expenditures. Specific highlights included comments regarding the Spray Materials category, which has required the District to dip into funds expected to be used in the spring. Additional comment explained the purchase of a chill table for the laboratory which was required due to the volume of mosquitoes being processed in the West Nile virus fight (See: Exhibit III).
Revenue showed interest at a reduced level when compared to past years. Redevelopment money has been received from local communities in the amount of $158,687.82 (See: Exhibit IV). The Board was curious as to the “outlaw” warrant for $24 under Farmersville. The Manager asked for time to research and report back in November.
9. Building Project Resolution/ Report:
The Manager presented Resolution 09-02, To Declare The Intent To Reimburse Certain Expenditures From The Proceeds of Tax-Exempt Indebtedness, so that the District will be able to recoup costs associated with the building project, in accord with the resolution. Following discussion, it was moved by Bette George, seconded by Harold Dozier, and unanimously carried to approve the Resolution as presented (See: Exhibit V).
10. Cooperative Agreement:
The Manager presented the Cooperative Agreement with California Department of Public Health to be considered as signatory. Following discussion, the Board gave direction to sign and continue to operate with respect to the agreement for 2010 (See: Exhibit VI).
11. 2008/09 Fiscal Audit:
The Manager presented the completed Audit prepared by Michael Oxenreider as an informational item. The Board may call the Manager and comment, question or ask Mr. Oxenreider to be present at the November meeting when such will be considered for acceptance.
12. Travel Request:
The Manager requested travel approval for himself to attend the Vector Control JPA as well as the Mosquito and Vector Control Association of California board meetings in South Lake Tahoe, October 27 – 30; Yolanda Lourenco and Katherine Ramirez, the MVCAC meetings October 28-30; and, Sheri Davis, the CalPERS Educational Forum Oct 26-28, Santa Clara. It was moved by Harold Dozier, seconded by Bruce Myers and unanimously carried to approve the requests as presented.
13. Board Appointments:
County At-Large representative Bette George agreed to have her name submitted to the Tulare County Board of Supervisors for reappointment. The Manager will request the City of Farmersville fill the vacancy for the term January 2010 – December 2011.
14. November Meeting Change:
Following discussion, the Board set the next regular meeting for Thursday, November 12, 2009 in order to observe the Veterans Day holiday.
