Minutes of the Board of Trustees – Wednesday, August 11, 2010.
1. Roll Call:
Present: President, Evan Long; Secretary, Belen Gomez; Richard Phillips; and Harold Dozier.
Absent: Bruce Myers & Bette George.
Staff: Manager, Michael Alburn.
2. Approval of June Minutes:
It was moved by Harold Dozier, seconded by Richard Phillips and unanimously carried that the Minutes of the June meeting be approved as mailed.
3. Approval of June Bills:
Following discussion, it was moved by Richard Phillips, seconded by Harold Dozier, and unanimously carried that the June Bills be approved as submitted. See: Board Order to disburse funds No. 26 & 27, Exhibit I & II.
4. Approval of July Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Belen Gomez, and unanimously carried that the July Payroll be approved as submitted. See: Board Order to disburse funds No. 1, Exhibit III.
5. Approval of July Bills:
Following discussion, it was moved by Richard Phillips, seconded by Belen Gomez, and unanimously carried that the July Bills be approved as submitted. See: Board Order to disburse funds No. 2, Exhibit IV.
6. Approval of August Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Richard Phillips, and unanimously carried that the August Payroll be approved as submitted. See: Board Order to disburse funds No. 3, Exhibit V.

8. Operational Report:
The Manager reported:
Rick Alvarez celebrated his 20th anniversary with the District July 1, 2010.
Sheri Davis celebrated her 5th anniversary with the District August 1, 2010.
Personnel shift – John Johnson moved to Zone 3; Zone 1, 2, 3, and 5 were subsequently realigned, giving adjustment to workloads.
First shipment of BVA Oil has been received since GB-1111 was discontinued. We are able to use in all areas as GB except for crops. Evaluation of the product is ongoing.
The Lab is beginning use of the bar code readers in a first step toward daily record keeping that will ultimately allow for trap-sets, counts, dead birds, etc. to be uploaded to the State Database and for us to Geo Code for display in a Graphic Information System (GIS) environment. Currently all trap results are being mapped in Google maps and sent to staff for their viewing. The District’s web site is displaying a link to positive samples in Google maps.
The Visalia Fire Department did an unannounced facility inspection this past month to which no corrections were identified. The Captain remarked that for a facility this size it is quite unusual to have no write ups.
Garrett Anker has been contacted to remind him of the Board’s Abatement action, and to watch the irrigations of the property.
Swimming pool inspection list is currently at 661.
The Tulare County BOS have signed the agreement allowing the Tulare County Auditor to place the Assessment on the 2010/11 tax roll.
Visalia Redevelopment check arrived, $154,346.10. Requested that Ricardo Noguera, Housing & Economic Development Director schedule a meeting with Manager to go over the payment schedule as the resolutions that are in place are not being followed, staff doesn’t return phone calls, and we need to audit two years of payments we don’t have a record of receiving.
9. Fiscal Budget:
The Manager presented the 2010/ 11 Fiscal Budget.

Following discussion, it was moved by Richard Phillips, seconded by Harold Dozier, and unanimously carried to approve the Fiscal Budget 2010/ 11 retroactive to July 1, 2010.
10. West Nile Virus Update:
15 human cases of WNV: 6 Stanislaus, 2 Fresno, 1 Kern, 1 Tulare (Lindsay), 2 Madera, 2 Sacramento, 1 San Bernardino. Four additional cases are asymptomatic; 2 Madera, 1 Fresno, 1 Tulare (Porterville).
Currently, 56 WNv positive mosquito pools have been reported in Delta VCD, 735 submitted (63 pending) (7 – Cutler; 11 – Orosi; 3 - Dinuba; 6 – Goshen; 19 – Visalia; 4 – Exeter; 1 – Woodlake; 5 – Rural.
11. Building Project:
The Manager reported he has been working toward submission of application for Conditional Use Permit with the City of Visalia. Lloyd Fogelhut, AIA, Hayashida Architects is the lead contact on behalf of the District with Mr. Chamberlain in the Building Department.
Soil Engineer, Keller - Wagley will perform soil analysis work to allow Hayashida to design building to specific requirements rather than performing to highest standards.
Forester, Weber & Associates will perform required survey work for permit.
CSDA is to give a preliminary quote within 2 weeks for $3M and $2.5M.
12. Audit:
Following discussion, it was moved by Harold Dozier, seconded by Richard Phillips and unanimously carried for the Manager to enter into and sign the agreement allowing Michael Oxenreider to perform the annual district audit for not more than $4,800. This is year two of a three year offer.
13. California Special District’s Association Annual Conference:
The Manager requested travel and registration approval for the Administrative Assistant and himself to attend the CSDA Annual Conference in Newport Beach, CA, September 20-23. Following discussion, it was moved by Richard Phillips, seconded by Belen Gomez and unanimously carried to approve the travel as requested.
14. Society of Vector Ecology Annual Conference:
The Manager requested travel and registration approval for the Biologist and Assistant Manager to attend the SOVE Annual Conference in Raleigh, NC, September 26 – 30. The Manager noted that the AMCA Annual Conference being held in California was the determining factor in his assessment of the travel requirements. Normal travel calls for two flights by staff per year, one per conference. This year, both will occur on one conference. Following discussion, it was moved by Belen Gomez, seconded by Harold Dozier and unanimously carried to authorize the travel as requested.
