Minutes of the Board of Trustees – Wednesday, February 10, 2010.
1. Roll Call:
Present: President, Evan Long; Secretary, Belen Gomez; Bette George; Bruce Myers; Richard Phillips and Harold Dozier.
Absent: Bruce Myers.
Staff: Manager, Michael Alburn.
2. Approval of January Minutes:
It was moved by Harold Dozier, seconded by Belen Gomez, and unanimously carried that the Minutes of the January meeting be approved as mailed.
3. Approval of January Bills:
Following discussion, it was moved by Bette George, seconded by Harold Dozier, and unanimously carried that the January Bills be approved as submitted. See: Board Order to disburse funds No. 15, Exhibit I.
4. Approval of February Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Richard Phillips, and unanimously carried that the February Payroll be approved as submitted. See: Board Order to disburse funds No. 16, Exhibit II.
5. Public Forum:
None.
6. Operational Report:
The Manager reported on the following operational items.
Label/ Equipment training is being done during the month of February.
Weed pre emergent treatments end this week. Spot treats will continue going forward.
Software (Dream Weaver) for the Web page has been purchased; we expect to have page(s) up by the start of the season.
Annual Report is being put together, uncertain if we will print or just do PDF on web page.
Contacts with top 10 mosquito producers are ongoing, all have responded to letter requesting assistance.
Seasonal position applications are available on web site and will be advertised this month.
Continuing education will be held at the Visalia Holiday Inn March 2.

7. SCI:
The Trustees were provided with an overview presentation of the Proposition 218 Assessment Ballot Proceedings that have been prepared for consideration in Item #8.
Specific discussion reviewed the mailing (February 25), close of balloting/ public hearing (April 14), replacement ballots, results announced (May 12), and Engineers Report.
8. Improved Mosquito, Vector and Disease Testing and Control Assessment:
The Trustees reviewed and discussed Resolutions 10-01 and 10-02.
Following discussion, it was moved by Harold Dozier, seconded by Bette George and unanimously carried to approve Resolution 10-01; A Resolution Adopting Proposition 218 Assessment Ballot Proceedings Procedures.
After further discussion, it was moved by Richard Phillips, seconded by Belen Gomez and unanimously carried to approve Resolution 10-02; A Resolution Initiating Proceedings, Providing Intention to Levy Assessments, Preliminarily Approving Engineer’s Report, and Providing for Notice of Hearing, and Mailing of Assessment Ballots for the Delta Vector Control District, Improved Mosquito, Vector Disease Testing and Control Assessment.
