Minutes of the Board of Trustees – Wednesday, June 9, 2010.
1. Roll Call:
Present: President, Evan Long; Richard Phillips; Bette George; Bruce Myers; and Harold Dozier.
Absent: Secretary, Belen Gomez.
Staff: Manager, Michael Alburn.
2. Approval of May Minutes:
It was moved by Harold Dozier, seconded by Bruce Myers and unanimously carried that the Minutes of the May meeting be approved as mailed.
3. Approval of May Bills:
Following discussion, it was moved by Bette George, seconded by Richard Phillips, and unanimously carried that the May Bills be approved as submitted. See: Board Order to disburse funds No. 24, Exhibit I.
4. Approval of June Payroll:
Following discussion, it was moved by Harold Dozier, seconded by Bruce Myers, and unanimously carried that the June Payroll be approved as submitted. See: Board Order to disburse funds No. 25, Exhibit II.

6. Operational Report:
The Manager reported:
Heat Illness Prevention Plan (OSHA)
· We are required to provide access to potable drinking water. Required to provide enough to allow employee one quart per hour for drinking for entire shift.
· We are providing a 2 gallon container per employee at the start of each shift. We will be reminding employees to drink water frequently during roll call.
The District will be putting together a formal document that will be approved by the Board of Trustees, to update the guidelines put in place to comply during the interim.
Operational employees are now beginning work at 6:30, ending at 3:00; office hours for some of the laboratory and all of the administrative personnel remain the same.
The Valley Voice newspaper ran a story June 3, on the election. The District is advertising in the paper; $ 3,100 total for 15 weeks.
Delta will not be using an aerial flight for swimming pool searches in June as anticipated. Instead we will rely on the forclosure.com website and service requests to add untended pools to our inventory (988).
Funding Ph.D. Anton Cornel of the UC Davis lab, Kearney Field Station in the surveillance research project. He will be using mosquitoes in the Dinuba area to determine the efficacy of the adulticides we are using in our control program. Initial studies done last year in Riverdale were not promising in the area of Pyrethrin for an adulticide. Further research will help us know what works and doesn’t work as we search for an effective control measure against adult mosquitoes.
7. District Picnic
The Manager requested that the District hold the annual picnic at The Visalia Rawhide Ballpark’s Toyota Terrace, minimum 60 for the entire pavilion, $15 per ticket, food voucher $8.75, total $1425. Dates available are July 20 or 21. Following discussion, it was moved by Bruce Myers, seconded by Richard Phillips and unanimously carried to approve the outing and reserve the date of July 20.
8. Building Project
The Tulare County Auditor, Rita Woodard will go to the Board of Supervisors to receive authorization for the Agreement between the District and County to include the assessment on the role June 29th. It is very possible this will simply be done through the consent calendar.
SCI is working with the Auditor to use the updated role and meet all deadlines for inclusion in the 10/11 tax role. The District has until August 10 to get the necessary documents and such to Tulare County.
Hayashida Architects is working on a calendar to follow in preparation for construction. At this moment it looks like we could very well be breaking ground in late spring of 2011.
In the mean time we will begin to get construction docs completed, the city permits and business plan approved, architect services ironed out, determine a project manager, and locate financing for the project.
9. Public Relations
The District was successful in gaining the support of the Kings, Fresno, Fresno WS, and Consolidated Districts to assist in the radio play of the mosquito awareness ad. The cost of the airplay was approximately $2,640 per participating district. Tulare and Madera while benefiting, are not participating. The air play is occurring from May 31 – June 13.
It is our intention to recruit these same districts to join in with the making of a public service video (we purchased two complete productions earlier this year) that all can then participate in on the local television stations as well. There is little question we need to be collaborative in order to achieve the outreach as none of us can afford the exposure on our own. For now the plan will be to have the video production put together (idea), then we have it made, then in the 2011/12 fiscal year (2011 season) put it out on the air.
10. California Mosquito-Borne Virus Surveillance & Response Plan plus Supplement
The Manager presented the 2010 version of the guidelines for Trustee consideration. Following discussion and review, it was moved by Bruce Myers, seconded by Better George and unanimously carried to approve the guidelines for District use in the 2010 season.
11. West Nile Virus Update
The District has maintained the surveillance systems in place (chickens: Delta office, Kings River, St. Johns River; New Jersey Traps; CO2 Trapping; Gravid Trapping).
CO2 trapping: 110 set, 7114 collected, 2793 (81) submitted.
Gravid trapping: 72 set, 504 collected, 331 (11) submitted.
Dead Birds: 12 calls, 8 collected, 4 submitted.
Statewide:
18 Dead Birds: Los Angeles, Madera, Orange, Santa Clara counties.
3 Mosquito Samples: Riverside, San Bernardino counties.
