Minutes of the Board of Trustees – Wednesday, March 10, 2010.

 

1.     Roll Call:

Present:     President, Evan Long; Secretary, Belen Gomez; Bette George; Bruce Myers; Richard Phillips and Harold Dozier.

Absent:      Bruce Myers.

Staff:                     Manager, Michael Alburn.

 

2.     Approval of February Minutes:

It was moved by Harold Dozier, seconded by Bette George, and unanimously carried that the Minutes of the February meeting be approved as mailed.

 

3.     Approval of February Bills:

Following discussion, it was moved by Harold Dozier, seconded by Belen Gomez, and unanimously carried that the February Bills be approved as submitted.  See:  Board Order to disburse funds No. 17, Exhibit I.

 

4.     Approval of March Payroll:

Following discussion, it was moved by Bette George, seconded by Belen Gomez, and unanimously carried that the March Payroll be approved as submitted.  See:  Board Order to disburse funds No. 18, Exhibit II.

 

5.     Public Forum:

None.

 

6.     Operational Report:

The Manager reported:

Chickens have been picked up and placed at the St. Johns River, across from Lindy’s Landing on Kings River, and at the District.

Light Traps are being set out this and next week.

Two VC Technicians are starting this month.  Swimming pool inspections and catch basins will be assigned.  We will hire 14 this year (11 are returning).

Calibration (walking speed), fit testing, labels, data/ field condition chart/ records training March 16.  The Manager requested the District have a bbq w/chicken from Glicks.  Employees would potluck the accompaniments.  It was moved by Bette George, seconded by Harold Dozier and unanimously carried to hold the bbq as requested.

Service requests have been coming in for pools & fish.  Ballot mailing has been informative communication to public for our services.

 

7.     The Trustees will consider Resolution 10-03:

The Trustees considered A Resolution Retaining The Services Of The Tulare County Registrar Of Voters For Purposes Of Counting, Tabulating, And Canvassing The Ballots From The Proceedings Initiated By The Board Of Trustees By Its Resolutions 10-01 And 10-02.  Following discussion, it was moved by Harold Dozier, seconded by Richard Phillips and unanimously carried to approve Resolution 10-03.

 

8.     Proposition 218:

The Manager reported:

There have been 13.56% (7,371) of the ballots (54,351) returned to the ROV.  The consultant is anticipating a 3% undeliverable rate, approximately 1600.

Manager spoke to Dinuba City Council Tuesday, March 9.

Thus far one phone caller (first day) who was upset because of public hearing being held last day of the balloting.  We invited him to the meeting tonight, he said he was not coming – would wait to see what happens.

Visalia Times Delta, Dinuba Sentinel, Valley Voice have all published a piece on the assessment ballot.

Spanish informational guide and the ballot are available for those who request less than 10 so far.

Phone calls have really died down.

No negative feedback thus far.

 

9.     NPDES Permit:

The Manager reported on the requirement to become signatory to an NPDES Permit issued by the Water Resources Control Board no later than April, 2011.  The Trustees received information regarding the Districts and the MVCAC’s effort to ensure both larval and adult mosquito control will be able to be in place under the permit.
