I.                   Water and Weather

 

After several years of below average precipitation, most valley residents welcomed the steady rainfall received throughout the month.  Although still below average, rainfall was recorded ten of the twenty-eight days in communities throughout District.   Though varying in different areas, between two and three inches of rain fell on the valley floor. The National Weather Service, Hanford Station, recorded a total of 1.93 inches rain while the City of Visalia is reporting 2.65 inches rainfall.  The seasonal average precipitation for Visalia in February is 1.95 inch.  Temperatures fluctuated between low the fifties and high sixties during the day, culminating in a monthly average high of 59.8°F and low of 41.3°F, very close to the seasonal averages of 62°F and 41°F respectively. 

 

At month end, Pine Flat reservoir reached 504,494 acre-feet, a 21% increase over last month, and significantly higher than storage levels over the previous two years.  Inflow of 2,790 cubic feet per second (CFS) and release of 52 CFS was reported.  Water storage at Lake Kaweah almost doubled to a level of 23,000 acre-feet.  Current inflow and outflow are 1,240 CFS and 762 CFS, respectively.

 

II.                Narrative

 

Pre-season equipment maintenance and winter projects are nearing completion.  Whenever weather permitted, source reduction along both the St. John’s and Kings River systems was initiated in an effort to reduce breeding areas and increase site access.  Also, pre-emergent herbicide treatments, to dairy lagoons and city sewer treatment facilities, were applied when weather conditions were favorable.  Post emergent applications will proceed at regular intervals as necessary and as weather allows.

 

Maintenance of CO2 traps, Gravid traps, and New Jersey Light traps is in progress and should reach completion within the first two weeks of March.

 

There were seven service requests called into the District, all of which were to report green, unclean swimming pools in the city of Visalia.  Only one, inspected toward the end of the month, was breeding.  They are classified as follows:

III.             Vector and Disease Surveillance

 

Disease surveillance continues to be suspended until later in the year.  Historically, monitoring adult mosquito abundance will begin the later part of March, with arbovirus surveillance resuming sometime in late April.

 

Statewide to date, arbovirus activity has not been detected anywhere.
